New regulations for
registration and licensing approved by PB4/2014 come to effect on 1st April.
Please note that from 1st April, all new players registered must give an email
address to be properly registered. That means all new (non-registered) players
in tournaments that will be rated after March 31st have to have an email
address. Failure to do so will mean that the tournament will not be rated.

Nuevas regulaciones para el registro y la concesión de
licencias aprobadas por PB4 / 2014 vienen a TENER EFECTO A PARTIR DEL 1 DE
ABRIL. Tenga en cuenta que desde el 1 de abril, todos los nuevos jugadores
registrados deben dar una dirección de correo electrónico para estar
debidamente registrados. Eso significa que todos los jugadores nuevos (no
registrados) en los torneos que se lleven a rating FIDE después de 31 de marzo
tiene que tener una dirección de correo electrónico. De no hacerlo, significará
que el torneo no será evaluado por la FIDE.
Los Oficiales de rating FIDE de cada país deberan
agregar este campo al archivo de datos del nuevo jugador que requiere rating
FIDE.
There are two main reasons for this decision:
a) Many Federations have requested this delay in order to take necessary steps and adopt to the new requirements for registration of new players.
b) The three month period until the 1st of July provides FIDE enough time to complete and test the upgrade of the FIDE Rating Server with the new tools for the rating officers, as well as the new web content for the chess community.
After April 1st, 2015, the new field of e-mail address will be added to the new players’ registration page in Fide Rating Server. Until July 1st, 2015 e-mail addresses are considered to be optional. This means that until July 1st 2015, the registration procedure returns a FIDE ID number even if the email field is empty. Still, we request Federations to provide the new players’ e-mail if this is possible.

NOTA: Con respecto a ésta determinación FIDE ha decido por solicitud de varias federaciones aplazar la aplicación de las nuevas regulaciones para registro de jugadores:
